Can't get the Japanese/special card packs

I can't seem to unlock the other card packs in the pokemaker. I clicked on the packs to use, intending to buy, and it "spins" and acts like it's working, but then it stops and still says that I have to purchase them. I never even get the option to buy it. What am I doing wrong?

Purchasing packs

More information is required:

1) is it a jailbroken phone?
2) is it ipad or iphone or ipod?
3) what version are you running (pokemaker 3.3?)
4) what version os are you running? (3.1.3 or 3.2?)

Please provide these details and we can work it out with you.

3.0 issue with purchases

Yes, there was an issue with some in-app purchases on 3.0, that's why I asked which version.
